Woburn Housing Rehabilitation ProgramWoburn, Massachusetts
In 2008, Woburn engaged COG to develop a housing rehabilitation program that would preserve and repair affordable owner-occupied and rental housing within the downtown target area.
We prepared a successful application for Community Development Block Grant (CDBG) funding and designed and implemented a program with a goal to rehabilitate twenty‐three housing units within the target area. The program provided deferred payment loans and grants to low- and moderate-income property owners for home repairs such as replacing heating systems, upgrading electrical service, improving energy efficiency, and modifying units to make them accessible to occupants with disabilities.
The program helped to preserve a number of historic properties located within the target area, including the Gilman A. Bean House, located on Montvale Avenue. A roof replacement project completed through the Housing Rehabilitation Program halted damage to the property by water infiltration and helped to preserve this important example of Italianate architecture for future generations of Woburn residents.
