Uniform Relocation Act ConsultingBoston, MA

In 1997, the City of Boston hired COG to resolve a HUD finding of noncompliance with the Uniform Relocation Act (URA) and Section 104(d) of the Housing and Community Development Act. Toward that end, we worked with the Department of Neighborhood Development (DND) to monitor projects, develop new compliance procedures, train staff, and provide ongoing technical assistance.

DND administers the City’s CDBG and HOME funds and works with private, non-profit developers to create and preserve affordable housing. Federally funded projects to rehabilitate occupied buildings often require tenants to move temporarily, and sometimes permanently.  Under URA, the tenants have rights to adequate notice and financial assistance. As the manager of many housing assistance programs, DND has the difficult job of keeping federal costs down, renovating and preserving as many affordable units as possible, and paying relocation costs in one of the nation’s most expensive housing markets.

COG worked with DND to address HUD’s concerns. We reviewed case files, interviewed staff, and identified steps the City could take to improve its URA compliance procedures. We wrote a custom step-by-step manual for DND, developed a case tracking database, conducted workshops for the City’s development partners, and trained agency staff to reduce the risk of future problems.

As a result of our work, DND resolved its HUD findings. COG continued as the City’s URA compliance advisors until 2005.
