Community Opportunities Group has prepared three successive Housing Production Plans for the Town of Easton (2015, 2011, & 2016). Over the span of 15 years, the community made outstanding progress toward achieving 10 percent housing affordability and substantially diversifying housing options to serve a range of local needs. As of 2016 Easton had reached “Safe Harbor”, which enables the town to control the Chapter 40B process. However, the anticipated expiration of some affordable units and projected growth in the town’s housing stock after the 2020 Census meant that the town would need to continue producing affordable housing over the next five years in order to maintain its safe harbor status. COG developed a strategic plan that builds on prior planning and zoning initiatives, emphasizing potential adaptive reuse projects and infill development in areas that have capacity to support complementary new growth.
