Davisville Neighborhood Revitalization PlanNorth Kingstown, Rhode Island

In 2001, COG worked with the Town of North Kingstown to develop a Neighborhood Revitalization Plan for the Davisville neighborhood. Adjacent to the former Quonset Point Naval Base, this large, predominantly residential area had long provided housing for military personnel and their families. The Town wanted to plan for the neighborhood’s future needs while preserving the health and diversity of its population and the affordability of its housing. Working in partnership with three organizations with ties to Davisville as well as Rhode Island Housing, which provided a grant for the plan, COG created a comprehensive Neighborhood Revitalization Plan that included:

  • A Neighborhood Profile, which examined the neighborhood’s population, land use, tax base, and housing; community services, facilities and institutions, and the level of community investment in the neighborhood.
  • An Issues Analysis, which examined the current and future needs of the neighborhood, including the potential impacts of the planned redevelopment of Quonset Point/Davisville into a major industrial and commercial park.
  • A Neighborhood Participation Process, which included neighborhood meetings, consultation with elementary school students, interviews with service providers and neighborhood stakeholders, and a neighborhood survey.
  • A Five-Year Plan, which incorporated ideas generated from the Neighborhood Participation Process and laid out both a vision for the neighborhood and specific goals for public and private property improvements and neighborhood preservation.

COG completed the Davisville Neighborhood Revitalization Plan in 2002. As a direct result of the planning process, the residents of Davisville formed their own neighborhood advocacy organization, the Concerned Citizens of Davisville.
